bug in multipole implementation for CCBEND

There is a bug in the systematic body and edge multipole implementation for CCBEND that occurs when the ANGLE parameter is negative. For those who build from source, the fix is attached.
One can also work around the bug by flipping the signs of the systematic and edge components with even order. However, one has to be careful to undo the workaround when the bug fix is released.
