Default LSC bins in RFCW

This is, strictly speaking, not a bug but a default parameter value issue...
Both pelegant and elegant require an even number of bins for longitudinal space charge.
The default number of bins for LSC in the RFCW element is 1025. This results in an error message and program termination if one attempts to use LSC in the RFCW element, without adjusting the default value for the bin count.
