moments_output bug with quad fringe fields

There is a bug in moments_output when quadrupoles have fringe field effects. This applies to KQUAD and QUAD elements. The bug results in invalid calculations of (usually) the vertical emittance.

For those who build from source, the attached file fixes the bug.

This has been fixed in release 25.0.2.
