Bug in LSRMDLTR

A bug was found related to LSRMDLTR in version 23.1.0. It would affect the twiss parameters or matrix computations only, not tracking results. It resulted in very slow performance on 32-bit systems. A new version (23.1.1) has been posted as of April 20, 2010.
