Bug in CSRCSBEND for split dipoles

Deepa Angal-Kalinin and Peter Williams reported a bug with CSRCSBEND when the dipole is split into several elements and followed by a CSRDRIFT element.
This bug will be fixed in the next release (23.0). For now, it is recommended not to use dipole splitting.
For those who build from source, the attached file fixes the bug.
