elegant 20.0 released

Version 20.0 of elegant has been released on our web site at http://www.aps.anl.gov/asd/oag/software.shtml, for
all platforms except OS-X (which will follow shortly).

In addition to several bug fixes, some significant new features are available: A new element (MBUMPER) was added to permit simulation of
time-dependent multipole kickers. The undulator kick map (UKICKMAP) element now includes synchrotron radiation effects. Orbit and
trajectory correction now uses SVD. Computation and optimization of resonance driving terms is now supported.

Several users have reported a bug in elegant 20.0 that impacts orbit correction under some cases (apparently response matrix generation during optimization).

This bug is confirmed and is under investigation.

For those who build from source,the attached tar file contains several updated files that fix this bug.

For others, new versions will appear on our web site in a few days.

Version 20.0 has been updated to fix this bug.

Thanks to Bob Soliday for lightning-fast turn-around getting this out.
