How to use FMULT for multipole elements?

Hello,
im trying to use the FMULT element instead the QUAD because i want to include higher multipoles.
I followed the instructions of the manual and created a sdds file with the multipole coefficients.
I expect if only the coefficient of the quadrupol is non zero in the file then the effects would be like a normal QUAD element.
Is that right? Elegant does not return any error message but when i try to plot the beta and alpha functions it seems the FMULT element does not affect the functions.
So how can i simulate a quadrupol with the FMULT element?
I attached a simple example in a zip file.
run should execute elegant and returns plots.
