Error creating SDDS-DEV package on Ubuntu based systems

Dear all,
I'm creating the SDDS and Elegant packages with the Build-AOP-RPMs script. The build of the developer SDDS package always fails. I tried this on Ubuntu 16.04 LTS, 18.04 LTS, and 19.10. Please have a look at the output:

Building SDDS RPM package. This may take a minute.
Building target platforms: x86_64
Building for target x86_64
New RPM file in ~/rpmbuild/RPMS/x86_64
Install with alien -i
Cleaning up
Building SDDS DEV RPM package. This may take a minute.
Building target platforms: x86_64
Building for target x86_64
install: cannot stat 'base.h': No such file or directory
error: Bad exit status from /var/tmp/rpm-tmp.RA9MWE (%install)
Bad exit status from /var/tmp/rpm-tmp.RA9MWE (%install)
New RPM file in ~/rpmbuild/RPMS/x86_64

I can get this to occur if I run Build-AOP-RPMs outside of the home directory. I've long wanted to update this script to work from any directory, but I haven't yet.

Build the package in the root of my home directory works.
