The FSE factor is applied to all fields, including dipole, quadrupole, and higher multipoles. FSE_DIPOLE is the same, but it does not affect the quadrupole or sextupole terms. The problem was just that the field output was not reflecting the pole factors. The code includes the pole factors in the beam dynamics. The problem with the field output will be fixed in the next release.
